Whether or not the library runs in developer mode.
Developer mode turns the DiagnosticsLevel::Auto levels below into DiagnosticsLevel::Warn, and lets the diagnostics environment variables (UL_JS_DIAGNOSTICS, UL_DOM_DIAGNOSTICS) override them. You should turn it on in your development builds and leave it off in the builds you ship (a release library ignores those variables when developer mode is off, so a shipped app's behavior can't be changed from its environment). Each variable takes off, warn, or strict.
